The Pharmacare Phantom: A Flagship Quietly Scuttled

Pharmacare was the marquee health commitment carried into the election — the promise that no Canadian would ration pills by price. Eighteen months later, there is no long-term framework, no formulary, no legislation in motion. The word survives in speeches; the program does not survive in budgets.

What moved instead was the opposite. Budget 2025 embedded cuts to federal health agencies, and the “stronger health care system” promise has been administered as cost-shifting to provinces, with transfers that carry no pharmacare conditions and no accountability strings. The file has not been delayed; it has been dissolved by silence.

Patients filling prescriptions at full price do not experience the difference between “not yet” and “never.” They experience a government that discovered the most expensive promise in its platform and simply stopped mentioning it, hoping the news cycle would perform the cancellation for it.

The Point: A promise does not need a press conference to die — just silence and a budget. Pharmacare got both.
